South Dakota Governor Signs Law on Carbon Dioxide Pipeline Property Tax Surcharges

The South Dakota Governor signed a law amending statutes to regulate carbon dioxide pipelines, allow county property tax surcharges, and establish a landowner bill of rights. The law permits counties to impose a pipeline surcharge on carbon dioxide pipeline companies claiming a federal tax credit.
